James Swan Takes Helm of MONUSCO Amid Escalating Tensions in Eastern DRC

The appointment of James Swan in early March marks a critical leadership transition for the United Nations mission in the Democratic Republic of Congo. He succeeds Bintou Keita, who concluded her four-year tenure in Kinshasa at the end of November 2025.

A seasoned diplomat, Swan is no stranger to the Congolese context. He previously served as U.S. ambassador to the DRC during the presidency of Barack Obama, and later led the UN mission in Somalia. However, his return comes at a particularly fragile moment, with relations between Kinshasa and Kigali severely strained by ongoing conflict in eastern Congo.

One of his immediate priorities will be to revive the stalled peace process and oversee the implementation of the ceasefire monitoring and verification mechanism outlined in the Doha agreement signed on 15 November 2025. The UN peacekeeping mission, MONUSCO, has already warned that it lacks the necessary resources and has appealed to the United Nations Security Council for additional support.

Meanwhile, the security landscape remains deeply unstable. Armed groups continue to operate across eastern regions, with AFC/M23 rebels active in North and South Kivu, while Islamic State Central Africa Province expands its presence in Ituri.

Swan is also expected to prioritize the reopening of key airports in the Kivu provinces and ensure freedom of movement for UN peacekeepers—conditions that MONUSCO considers essential to effectively carry out its mandate.
