The Democratic Republic of Congo has launched an investigation into a series of explosions attributed to drones in the eastern city of Goma, an attack that killed a French employee of UNICEF and at least two other people.

The victim, Karine Buisset, died when an explosion struck a residential building on Wednesday morning in an area often inhabited by aid workers and expatriates, according to reports and sources linked to the M23 rebel group. The United Nations strongly condemned the attack.

In a statement, Congo’s Communication and Media Ministry confirmed that authorities were investigating the blasts, which caused both loss of life and significant material damage.

Officials said the exact circumstances of the incident and the origin of the explosions remain unclear, adding that investigators are working to “shed full light on the facts.”

The attack took place in territory largely controlled by the M23 rebels, who have seized significant areas of eastern Congo, including the cities of Goma and Bukavu, since 2025.

While Congo, the United Nations and several Western countries accuse Rwanda of backing the M23 movement, Kigali has repeatedly denied the allegations.

The M23 spokesperson Lawrence Kanyuka claimed the deadly strike was carried out by the Kinshasa government, an accusation authorities in the Congolese capital rejected.

Kinshasa said it remains committed to international humanitarian law and the protection of civilians and humanitarian personnel, pledging to cooperate with the United Nations and partners to establish the facts and strengthen civilian protection.
